Error Opening Batches in Verifier "Oracle Forms Recognition Verifier is unable to open first document to process" (Doc ID 1609523.1)

Symptoms

A Windows user is not able to open batches in Verifier.  Other Windows users do not have a problem opening these batches.  The error returned in Verifier is:

Oracle Forms Recognition Verifier is unable to open first document to process
