There are a couple of scenarios that can be encountered where a composite is relying on an end service to be available during startup.  The reason for this dependency is typically because the composite is referencing the concrete WSDL of the end service and if this service is unavailable when the composite loads the composite will fail.  In this situation there will be an error in the log and the composite will either have to be redeployed or the server restarted when the end service is up.
