"BadImageFormatException" Error Occurs in Forms Recognition Designer and WebVerifier (Doc ID 1610782.1)

The following error occurs in Designer when accessing the Options menu and selecting "Users, Groups, and Roles".

A similar error occurs in the Web Verifier when accessing it through the browser for the first time.
