Receiving 'The current database design is invalid' In WCC Configuration Manager after upgrade to 11.1.1.8.0 (Doc ID 1611924.1)

After upgrading WCC 11.1.1.6.0 to WCC 11.1.1.8.0 or WCC 11.1.1.9.0 and opening up the Configuration Manager the following pop-up window is received:

Clicking No and then clicking on the Update Database Design button we receive the following pop-up window:

Clicking OK bring up this pop-up error window:

Clicking Yes bring up this pop-up window:

The following error message is logged to the Content Server log file:

Upgrade of WCC 11.1.1.6.0 environment to WCC 11.1.1.8.0 or WCC 11.1.1.9.0.
