Oracle Portal Pages are Displayed but Extremely Slow due to ‘CONNECTION_REFUSED’ and ‘apr_socket_connect call failed with error=730061’ Errors

Symptoms

On Portal 11.1.1.6.0, all Portal pages are displayed slowly.

The following errors are displayed in HTTP Server error log ( under instance_home/diagnostics/OHS):
