Symptoms
ACTUAL BEHAVIOR

Application credentials stored in Logon Manager appear either blank or corrupted.
EXPECTED BEHAVIOR
-----------------------
The credentials are expected to be decrypted and displayed when the user elects to show the credentials in the Logon Manager client.
The issue can be reproduced at will with the following steps:
1. upgrade an existing Logon Manager client to 11.1.2.x.
2. Open the Logon Manager GUI and modify an existing credential stored in the user's wallet.
3. The credential fields are either blank or appear corrupted with garbled characters.
