Installer "Sites System Type" Screen Not Showing Expected Options (Doc ID 1616322.1)

Oracle WebCenter Sites - Version 11.1.1.6.1 and later
Information in this document applies to any platform.

Goal

For the Sites 11.1.1.8.0 installer, the "Sites System Type" screen normally show these options:

Development or Content Management system
Delivery system

However when attempting an upgrade from a 11.1.1.6 environment, noticed this screen showed these options instead:

Build and Deploy again
Don't redeploy it

How can we get this screen to show the normal install mode options?
