User Personal Folders Are Read Only and Cannot Be Edited (Doc ID 1618262.1)

Symptoms

Users are unable to edit their Personal Folders under /Users.  There is no Edit menu available in the web browser after the user navigates into his User Folder.

If the user tries to edit the folder through DIS-WEI, they receive this error:
