Goal

After setting password via "dsadm set-flags cert-pwd-prompt=on" and supplying known password unable to start Directory Server 7.0.
Getting the following error after password is entered for authentication at the "Enter PIN for Internal (Software) Token" prompt  prior to dsadm start :

./dsee7/bin/dsadm set-flags /INST_PATH cert-pwd-prompt=on
Choose the new certificate database password:
Confirm the new certificate database password:
Certificate database password successfully updated.
./dsee7/bin/dsadm start /INST_PATH
Enter PIN for Internal (Software) Token:
Enter PIN for Internal (Software) Token:
ERROR<4780> - SSL - conn=-1 op=-1 msgId=-1 -  Security Initialization: Unable to authenticate to slot for cipher family cn=RSA,cn=encryption,cn=config ( error -8177 - The security password entered is incorrect. )
