Unable to configure second Oracle FMW Forms/Reports 11gR2 HA Installation (Doc ID 1619470.1)

Symptoms

 Selecting "Extend Domain" and while trying to configure Forms and Reports 11.1.1..x.x instance in the second node it failed with the following error
