WCI: A Collaboration Project Will Not Open and a Portlet Timeout Error is Thrown

Symptoms
NOTE: In the examples below, the names represent a fictitious sample for clarity. Any similarity to actual environments, past or present, is purely coincidental and not intended in any manner.
A Collaboration project is not opening when attempting to open it via the Project Explorer. Other projects are successfully opening.
The following error appears on the UI page:
Error - Requested resource is currently unavailable. Request to the remote server has timed out. Try again later or contact your portal administrator.
In the UI page's HTML source, a Extended Error Message similar to the following appears:
