WebTier Configuration Fails With RuntimeErrorException (Doc ID 1622513.1)

Symptoms

 Webtier 11.1.1.5 configuration fails with the below reported error.


This error does not happen when the webtier is not associated with IDM domain.
If configuration is completed without domain association and later if the webtier instance is registered to the same domain, it again fails.
