User Can Login To WebCenter Portal But Cannot Access Portal Through Activity Stream Where They Have Membership

Symptoms
Note: WebCenter Spaces has been renamed to WebCenter Portal. In versions prior to 11.1.1.7, the term 'spaces' was used. In 11.1.1.7 and beyond, 'spaces' will now be referred to as 'portals'.
User has been given access to a private portal. When they login to WebCenter Portal and attempt to access that portal through their activity stream, they recieve an error message:
"You do not have access"
