Symptoms

After upgrade of RDBMS/OWB 11.2 11.2.0.x to 11.2.0.y (out-of-place), the following issue occurs:

1. start_service.sql fails to start the Control Center Service

 Upgrade of RDBMS/OWB 11.2 to newer release.
