WCC 11.1.1.8 - Starting WebLogic Managed Server UCM_server1 After a New Install Tries To Start Both IBR And UCM (Doc ID 1626485.1)

Symptoms

New install of WCC 11.1.1.8 on Linux 64bit
On WCC MLR02 patch is applied (patch p17453460).

Starting admin server is succesfull.

Starting the UCM_server1 is giving errornous behaviour.  The system is trying to start both the Content Server AND the Inbound Refinery (IBR) server.

For some reason the server is starting both the IBR and the UCM instances. Because of this the solution is not working correctly, and the IBR interface is not available.
