WLS 12.1.2 Managed Servers take a Long Time to Start on Solaris 11 when Admin Server Listens on localhost

Symptoms
A Weblogic Server (WLS) 12.1.2.0.0 domain is configured on a local zone of a Solaris 11 (x64) machine. When the Admin Server is listening on localhost, any Managed Server in the domain takes 10 minutes to start. When the Admin Server is listening on a physical host name, the Managed Server starts within a minute. The issue persists, regardless of whether the default weblogic.socket.NIOSocketMuxer is used, or whether weblogic.socket.PosixSocketMuxer or weblogic.socket.DevPollSocketMuxer is used. Note that WLS 12.1.1.0.0 with the same JDK 1.7 on the same server does not have this problem.
