Exchange resource is going in waiting state if we provision AD & Exchange through same access policy

Have created one access policy in which have attached AD and Exchange resource. Created one role and attached the access policy to it. Now when we assign this role to user, the AD resource gets provisioned but Exchange resource shows waiting state. Exchange resource is dependent on AD.

If we create two separate role and access policy for AD and Exchange, and assigns to user it works as expected. Both AD and Exchange resource shows provisioned status.
