User Unable to move File from one Folder to Another (Doc ID 1630741.1)

Goal

User1 has access to Account1, and RW access to Group1 and no access to Group2.
User2 has access to Account1, and RW access to Group2 and no access to Group1.

Test folder1 has Group1 and Account1 associated with it.

User1 can move content into and out of the folder
User2 cannot move content into the folder

What can be done to allow User2 acess to the folder?
