Symptoms

WebCenter is configured with SES. Large number of users are stored in an external LDAP. Top level search in WebCenter Portal does not return all the matching users existing in LDAP. Search results are inconsistent. Webcenter search returns some users as compared to the ldapsearch. However, ldapsearch returns all the users correctly.

startSyncProfiles doesn't sync up Profiles from LDAP server with WebCenter Portal.
