Archiver Error - TABLE BATCH FILE DOES NOT EXIST (Doc ID 1631495.1)

Archiver randomly errors with "Table Batch File Does Not Exist".

When this happens, all table data batch files gets deleted from filesystem, but the pointers to them remain in exports.hda.

So archiver tries to process them, but it fails because it can't find it.
