After Upgrading From From 10G To 18.104.22.168 Our HCST Forms Do Not Work

Information in this document applies to any platform.
After upgrade from 10G to 11G, all of the old forms and the newly created forms fail to work properly.
When submitting forms, you get an error message, Content item 'B_028772' was not successfully checked in. The content item is not currently checked out. B_028772 is the form template(hcst) file, it should be checking in a hcsp file.
