Composites Fail to Start after SOA Restart

On : 184.108.40.206.0 version, BPEL Service Engine
When the SOA server is restarted a composite application does not start, and the following error occurs.
The issue can be reproduced at will with the following steps:
1. Restart the SOA server.
2. Composite fails to start due to the error noted.
