Applies to:Oracle Directory Server Enterprise Edition - Version 18.104.22.168.0 to 22.214.171.124.0 [Release 11gR1]

This is caused due to the fact that ODSEE does not allow startTLS by default (on Windows only) due to performance on Windows systems when startTLS is used.
The suffix can be create as normal with no error output in error logs.
This message can be ignored as not any impact.
