Encrypt passwords using propertyeditor tool (Doc ID 1636894.1)

Goal

When using property editor to generate encrypted passwords, different propertyeditor tools are generating two different encrypted passwords when inputting the same value.

Using propertyeditor from Sites 11.1.1.6.1 : baa802444af25733a47c944df1156a33b2899d9ffcccad2e
Using propertyeditor from Sites 11.1.1.8.0 : {AES}88A21D9353F9BDDCD80751A90800F620

When the customer uses the value from v11.1.1.8.0 to overwrite the encryped password on WebCenter Sites v11.1.1.6.1 the below exception is written to sites.log during publishing

[ERROR] [.kernel.Default (self-tuning)'] [fatwire.logging.cs.framework] error: errno -2 on attempt to login
[INFO ] [.kernel.Default (self-tuning)'] [fatwire.logging.cs.xml] ProcessQueue: Could not log in with the xcelerate.batchuser and xcelerate.batchpass
[ERROR] [.kernel.Default (self-tuning)'] [fatwire.logging.cs.framework] error: errno -2 on attempt to login
