WCC 11.1.1.6 - IBR Managed Server running but IBR Interface Is Not Available (Doc ID 1640953.1)

Symptoms

The Inbound Refinery (IBR) is not working correctly after re-installation.

The 11.1.1.6 IBR Managed Server starts but can not see the IBR webpage.  The IBR process is not available.

The logs for the start up are not showing IBR components or a IBR deployment.
