Symptoms

Problem Description

==============
Directory Server (DS) Operational Status inaccessible
LDAP services are up and running, however no action can be taken from DSCC because it says that its operational status is inaccessible.

-- The sequence of events --
After migrating from Sun Directory Server 5.2 to DSEE 11.1.1.7.0, directory servers are functional but cannot be managed from Directory Server Control Center (DSCC).
Instances can be stopped/started from the DSCC, but the following message appears at the directory server tab -

<domain_name>:<LDAP_PORT> <LDAPS_PORT> (Disabled) Inaccessible (to enable access click on the server and then on ‘Enable Access’)
Stop and start has been made via DSCC and command line. No results.

DSCC Operational Status is : "Inaccessible"
It also reports the following error.
Run Modes and Status Operational Status: Warning: Failed to negotiate Start TLS operation
Read/Write Mode: Not available (server not accessible)
Referral Mode: Not available (server not accessible)


Background

=========

This is a new installation, Oracle Directory Server Enterprise Edition (ODSEE) was installed and then data, configuration migrated from an old DS 5.2 Update 6 installation to this new installation.

Instances can be stopped/started from the DSCC
