WebCenter Forms Recognition WebVerifier User Settings are being Used Instead of Group Settings (Doc ID 1642714.1)

Symptoms

After creating a group called "SSC" in Designer, and assigning a user to this group, the "Group Settings" can be modified within the WebVerifier Settings -> Group Settings. After specifying that group, "SCC" only has the "Exception Handling" state of "601". The user can still select states "602" and "603" when reviewing a batch in WebVerifier. Only state 601 should be available to users in group SCC.
