Server Returned HTTP Response Code: 500 and HTTP-503 Error Downloading WebCenter Spaces Resource Using JDeveloper

Symptoms
This problem is seen when trying to download a Spaces resource directly into JDeveloper from within the WebCenterSpacesResources project.
Steps To Reproduce:

Section 55.3.4.1 Downloading a Spaces Resource Directly into JDeveloper
- Open DesignWebCenterSpaces.jws in JDeveloper.
- Navigate to WebCenterSpacesResources.
- Right click -> Download Portal Resource from Server.
- Enter login credentials and download a resource.
This works on the first attempt, but all subsequent attempts fail with this error:
Exception getting resources: Server returned HTTP response code:
503 for URL:
http://<HOST>:<PORT>/rest/api/resourceIndex
The response code HTTP-500 is also seen in the JDeveloper logs, for example:
