Deleting the Value in a Text Field in a Portlet Fails to Submit Proper Value Using IE 9

Symptoms
There is a text field with a default value (for example: 'VALUEA') in a portlet. If the value is deleted, the original value 'VALUEA' is submitted incorrectly instead of the new value '' in Internet Explorer 9 (IE9).
The behavior does not reproduce in Chrome or FireFox.
If the value in the text field is changed (for example: from 'VALUEA' to 'V') and not removed, then the proper value is submitted when using IE9.
