Content Tracker Does Not Log Requests Done Through Web Services (Doc ID 1663123.1)

Symptoms

Using WebCenter Content 11gR1-11.1.1.7.0-idcprod1-130304T092605 on Linux64

After configuring Content Tracker to log service calls, the service call gets properly logged in SctAccesLog table when called from the Web Interface. However, when calling the same service from Web Services, the service call does not get logged in SctAccessLog

Steps to reproduce:

1. Enable Content Tracker component
2. Edit ${domain.home}/ucm/cs/data/components/ContentTracker/config.cfg
3. Set SctTrackContentAccessOnly=false
4. Restart WebCenter Content

5. Setup WS Security:
   Setting up GenericSoapService in UCM 11g (11.1.1.6 and beyond) to Use WS-Security <Note 1456506.1>

6. Test the Web Services call using Fusion Middleware Control or using SOAP UI

7. Connect to the database and do a select * from SctAccessLog
   -> No event is logged for the GET_FILE call.

The same call using Web UI adds an entry to SctAccessLog.
