Error "Connection refused: connect", "calling downloadEagerorAll" Connecting to Enterprise Capture Clustered Address

After reconfiguring the URL to a load balancer and cluster, the following error is returned when connecting to the /dc-client page both through load balancer address and cluster address. Connecting directly to the managed server url is successful.  The error returned connecting to load balanced or clustered address is:

Application Error
Connection refused: connect

In the java console, the only line it displays is:

calling downloadEagerorAll
