Document Release Date Times in Webcenter Content are Different in the Native UI vs the Content UI (Doc ID 1668007.1)

Symptoms

Having checked a document into WebCenter Content 11.1.1.8.0 that has both the Native UI and WebUI running on the same server, looking at the information page of the document in the
Native UI shows the release date of the document as April 10, 2014, 1:34 pm, but viewing the same document through the Content UI shows the release date of the document as dated April 10, 2014, 10:34 am

It is expected that both interfaces show the same release date for the document.
