Opening "Managed Attachments" Page Fails With "ORA-29024: Certificate validation failure" After Securing Adapter Communications Using SSL (Doc ID 1675981.1)

Symptoms

You have configured EBS Managed Attachments to communicate with the IPM server over SSL by setting the SOLUTIONENDPOINT to an HTTPS url in the Oracle E-Business Suite AXF_CONFIGS / OAF_AXF_CONFIGS tables. 

When opening the managed attachments page from EBS Forms or an EBS OAF page, the following exception is shown in the log files:

ORA-06512: at "SYS.UTL_HTTP", line 1130
ORA-29024: Certificate validation failure
ORA-06512: at "APPS.AXF_SOAPCALL", line 14
ORA-06512: at line 1
