"[LDAP: error code 49 - Invalid Credentials]" Error When Trying To Associate Reports With OID

Symptoms
Trying to associate Reports with OID gives error:
Supplemental Detail javax.management.MBeanException: [LDAP: error code 49 - Invalid Credentials]
at weblogic.rmi.internal.ServerRequest.sendReceive(ServerRequest.java:205)
at weblogic.rmi.internal.BasicRemoteRef.invoke(BasicRemoteRef.java:222)
The issue can be reproduced at will with the following steps from EM (Fusion Middleware Control):
- From Reports menu select Administration > Reports OID Association.
- The Reports OID Association Details Page is displayed.
- Click the Associate tab.
- Specify the Oracle Internet Directory Host, Oracle Internet Directory Port, Username and Password.
- Click OK.
For Example:
Tried entering the following credentials:
OID Host: oidhostname
OID Port: 3060
Username: orcladmin
Password: ****************
or
OID Host: oidhostname.domain.name.com
OID Port: 3060
Username: orcladmin
Password: ****************
Both hostname and FQDN (Fully Qualified Domain Name) give same error.
However, the username orcladmin works using:
