Cannot edit Service Actions via Component Wizard due to NullPointerException Error (Doc ID 1681281.1)

When modifying a custom component, editing a service action may fail with an error as follows:

In ComponentWizard, open the target component
In "Resource Definition" tab, choose "service" type resource
In right pane (shows defined services), choose a service and click [Edit]
In "Edit Service" dialog, choose an action in "Actions" table
click [Edit] button
--> the Action edit dialog cannot be launched and following error is reported in the command output:

This issue occurs when trying to edit a service action whose Error Message section is null
