Goal

An Oracle API Gateway (Oracle Enterprise Gateway for versions before 11.1.2) environment has grown to the point where more than a hundred services are registered.  For all of the services implemented, different policies perform the same tasks.

Is it better to create one different policy for each service or should a single policy be created and all services set to use this policy?

In this type of large environment, the desire is to optimize performance.  Deployment can become very slow in this type of environment.
