Oracle Access Manager 11g R2PS2 (OAM 11.1.2.2) Web Console is Very Slow (Doc ID 1683792.1)

Goal

Oracle Access Manager 11g R2PS2 (OAM 11.1.2.2)
Randomly some operations in OAM console, like sort, insert, update or delete the page, are extremely slow.
Sometimes it gives java heap size error and sometimes just hangs.
The java heap size error is :
java.lang.OutOfMemoryError: Java heap space

The same error in AdminServer-diagnostic.log


How to fix this slowness?
