'You do not have access' when users try to access spaces where they are members or creator in Fusion Applications Release 8 (Doc ID 1683879.1)

Symptoms

In Fusion Application Release 8, users are unable to access spaces where they are members or creators.

Steps to reproduce the issue

1. Log into WebCenter as any user.
2. Create a private space, select  "document exchange" as template.
3. Add any user as member.    
4. Wait for 10 minutes, try to navigate to any of the pages/tabs of the space.
The following error will be displayed:
