Exalogic virtual : Can't Start guest vServers in EMOC after re-powering the Exalogic Rack (Doc ID 1684205.1)

In EECS 2.0.6.x release, vServers may fail to start after re-powering the Exalogic rack.

Once all the compute nodes are up, an attempt to start up the guest vServers from EMOC ->vDC management accordion, fails with the following error:
