Publishing New Site Fails to show Mirrored Content (Doc ID 1900452.1)

Goal

The Site has been successfully mirrored with no errors. Only the site and the start menu items were mirrored over to the STAGING environment. However I see an issue with the display on the advanced console. Nothing else besides the start menu items is showing up in the Advanced UI of the new Site. What is causing this issue and how can this be resolved?
