WebCenter Enterprise Document Capture Date Field will not Accept Dates in Local System Format

Symptoms
The value of a date field is cleared if the user enters the date manually in the same format as set by the local system. If the user used the date picker the date will display properly.
An example would be if the date format is set to yyyy/mm/dd and if the user enters the date as 2014-06-24 or as 2014/06/24 the date is cleared when tabbing (or clicking) to the next field.
