FRM-92100 with UTF8 Character Set (Doc ID 190076.1)

Symptoms

 

Application server (middle tier) uses Unicode Characters. Database character set
is UTF8. For the Client to support the Display and Entry of these characters
the NLS_LANG is set to AMERICAN_AMERICA.UTF8 in the Developer HOME.
When running forms on Web, the Forms disconnect very frequently, when querying
data, with a FRM-92100. 
Exception Details look like
Java Exception:
java.io.UTFDataFormatException
at java.lang.Throwable.<init>(Compiled Code)
at java.lang.Exception.<init>(Compiled Code)
at java.io.IOException.<init>(IOException.java:34)
The FRM-92100 is not thrown with other character sets like WEISO8859Pn but 
the unicode characters aren't displayed properly (say accented characters)
