Capture Import Server Error "***Error***Failed to open the document using OIT. Error Number: 16, Error: no file is currently open" When Importing PDF From Folder

Information in this document applies to any platform.
Using Import server in Document Capture to convert pdf files from a network share. This works most of the time, but occasionally Import Server randomly returns the below error:

05/30/14 09:02:56 3116 Processing file [\\server\ODCScanner$\Scanned Docs\QA\SmartBarcode\SWVIT02KMC614053008590.pdf].
05/30/14 09:02:56 1134 File is being processed with Outside In Technology.
05/30/14 09:02:56 1331 ***Error***Failed to open the document using OIT. Error Number: 16, Error: no file is currently open
05/30/14 09:02:56 1116 No pages were added to the new batch. This batch will be removed.
05/30/14 09:02:56 1310 ***Error*** Error occurred during batch importing, import item \\server\ODCScanner$\Scanned Docs\QA\SmartBarcode\ Batch #1 did not import. Provider: Folder / List File Provider Job: Smart Barcode
05/30/14 09:02:56 1104 Job [Smart Barcode] is finished.
The PDF will later import correctly without error on a future pass.
