ArchiverReplicationExceptions Component (ARE) Fails To Capture Failed Content Items (Doc ID 1901404.1)

Symptoms

ARE (ArchiverReplicationExceptions) component is not creating an exceptions file even though content items are not importing.  Errors show in the log file, but no ImportExceptions file is created.
