Unable To Use Named Anchor In 301 Redirect

Symptoms
When a vanity url is created to make a 301 redirect to a url with a named anchor (e.g. "/content/test.html#foo"), then when accessing this a HTTP 301 status code is returned to the browser, but the "Location" HTTP header is missing from the response.
The following error is seen in sites.log:
