Unable To Use Named Anchor In 301 Redirect (Doc ID 1902127.1)

When a vanity url is created to make a 301 redirect to a url with a named anchor (e.g. "/content/test.html#foo"), then when accessing this a HTTP 301 status code is returned to the browser, but the "Location" HTTP header is missing from the response.

The following error is seen in sites.log:

[2014-06-24 08:33:47,719 UTC] [ERROR] [.kernel.Default (self-tuning)'] [oracle.fatwire.sites.webreference] Error redirecting
org.owasp.esapi.errors.ValidationException: setHeader: Invalid input. Please conform to regex ^[a-zA-Z0-9()\-=\*\.\?;,+\/:&_ ]*$ with a maximum length of 500
