Unable to access table data in Sites Explorer


What is not working:
- Cannot view any tables in Sites Explorer that require access greater than Browser or Visitor acl access.
- Getting below popup error after login to Sites Exlporer.

"Unable to retrieve table from catalog {table name}.
No access allowed for requested action."

e.g.
"Unable to retrieve table from catalog CSProjects.
No access allowed for requested action."

The following error may be seen in the sites.log:

What is working:
- Can login to WebCenter Sites UI
- Can login to Sites Explorer
- Can view tables that only require a minimum of Browser or Visitor access
