After Publishing Source is Out of Sync (Doc ID 1906501.1)

Symptoms

When publishing some assets from Source to Target, elements and files on the Source become out of sync with the database.

Errors reported in the logs:

     at COM.FutureTense.CatalogManager.ftSQL$SQLData.<init>(ftSQL.java:69)
     at COM.FutureTense.CatalogManager.ftSQL.getItem(ftSQL.java:300)
     at COM.FutureTense.CatalogManager.ftSQL.getSQLFile(ftSQL.java:193)
     at COM.FutureTense.XML.Template.callsql.execute(SQLTag.java:161)

and

[2014-06-21 10:52:54,433 IST] [ERROR] [.kernel.Default (self-tuning)'] [com.fatwire.logging.cs] Unable to locate element. Either incorrect file permission or no such element. OpenMarket/Xcelerate/AssetType/CSElement/PreUpdate

The files are there, but they are a different version, e.g. SelectSummary.sql instead of SelectSummary,0.sql.

When using the Support tools to fix the database reference to the file, the target server becomes out of sync instead.
