Symptoms

Queries using CAST with AT LOCAL return different in results in SQL Developer than in SQL Plus.  For example:

In general, any SQL using CAST with the "AT LOCAL" option is affected.

Changes

Issuing the same query in SQL Developer instead of SQL Plus.
