Setting CPU CAP to be less than 100% is not supported for Guest vServers on Exalogic (Doc ID 1912480.1)

Symptoms

Configuring CPU Cap for Exalogic Guest vServers is documented in the Exalogic Cloud Administrator’s Guide as well as exposed in the EM Ops Center BUI (as shown in the screenshot below) in the “Edit Virtual Datacenter” flow.

However, when the CPU Cap is configured to be less than 100%, several issues related to CPU soft lockup and vServer hangs have been reported on Exalogic.
