Able To Login And Authenticate But No Applications Available (Doc ID 1913458.1)

Symptoms

When logging in to Sites, the user authenticates, but when presented with the "Site and Select App" screen "No applications are available for this site." is seen and you can't select Admin UI, Contributor UI or WEM Admin UI apps.

The log shows this error:
